Vikasnagar -Addressing a press conference, Jan Sangharsh Morcha President and former GMVN Vice-Chairman Raghunath Singh Negi said that current Acting Secretary Mr. Dheeraj Singh Gabriyal, during his tenure as District Magistrate of Nainital, grossly misused his position to loot the district with both hands, committing multiple irregularities. This indicates that the government had practically given him a free license to loot. From 2021 to 2023, he left no stone unturned in misusing funds, especially by using DMF funds to construct roads on private land at the cost of crores of rupees, violating rules in arms license allocations, favoritism in contract awards, tampering with revenue records, and irregularities in land sales, among other allegations. Demands have been made for CBI/ED and other high-level investigations into these cases.

In a public interest litigation (PIL) filed before the Hon’ble High Court regarding this corruption, the court has already issued a notice against Mr. Gabriyal for corruption and abuse of office, clearly indicating prima facie evidence of his unethical conduct.

Negi said the government is responsible for immediately removing such a corrupt officer from the Secretary post after the High Court’s intervention.

Negi also questioned whether this District Magistrate was awarded the title of “Excellent District Magistrate” because of this very corruption!

He further stated that the government’s fake claims of “Zero Tolerance” and its hollow slogans against corruption are making the people of the state suffer. Most officers are unwilling to move their pens without bribes or facilitation fees. The government has given responsible posts only to “earning sons” and corrupt officers, while honest and hardworking officers have been sidelined.
Morcha demands that the government remove such corrupt officials immediately.
