84th Board Meeting of Haridwar-Roorkee Development Authority Held Under the Chairmanship of Commissioner Vinay Shankar Pandey

Haridwar – The 84th board meeting of the Haridwar-Roorkee Development Authority (HRDA) was held in the Authority auditorium under the chairmanship of Shri Vinay Shankar Pandey, Commissioner of Garhwal Division and Chairperson of HRDA.

Among the key attendees were Shri Mayur Dixit (District Magistrate, Haridwar), Shri Anshul Singh (Vice Chairman, HRDA), Shri Nandan Kumar (Municipal Commissioner, Haridwar), Shri Atar Singh (Additional Secretary, Housing Department, Uttarakhand), Shri S.M. Srivastava (Chief Town and Country Planner, Uttarakhand), Shri Rajeev Sharma (Chairman, Shivalik Nagar Municipality), along with representatives from the Finance, Irrigation, Drinking Water, and Tourism Departments of Uttarakhand Government.

The proceedings of the meeting were conducted by Shri Manish Kumar Singh, Secretary of HRDA.

Key Highlights of the Meeting:

A total of 26 agenda items were presented, including confirmation and compliance of the previous 83rd board meeting.

A budget of ₹34,764.79 lakh was approved for the financial year 2025–26.

Presentations were made on the proposed

Master Plans for Haridwar and Roorkee (Vision 2041), with instructions to display them to the public soon. A proposal was presented to exempt map approval for core population areas in villages outside municipal limits, which was unanimously agreed upon to be referred to the government.

Suggestions were given for beautification and development of certain parks in the Roorkee region. It was decided that proposals from the District Magistrate would be presented in the next board meeting for approval. Serious concerns were raised about residential buildings in Shravan Nath Nagar to Bhupatwala and Saptasarovar areas being used for commercial purposes, causing issues with parking, fire safety, and traffic. Similar issues were noted in the Shivalik Nagar area.

Key Decisions:

* Building map approvals in the above-mentioned areas will be halted for one month.

* A detailed survey will be conducted and the area may be declared a “No Construction Zone”.

* A report will be submitted to the state government for further guidance.

Additional Approvals and Discussions:

₹50 lakh was approved to support the Haridwar Municipal Corporation for stray animal rescue and to purchase a rescue vehicle for the ABC center in Sarai.

To address public demand, a proposal was discussed to unify the subdivision and development fees between regular colonies and surrounding areas. This proposal will also be referred to the government. In accordance with the Uttarakhand Land Pooling Implementation Rules, 2015 (as amended in 2016), a proposal was presented for the creation of a land bank. The board approved land pooling along the Haridwar-Delhi National Highway and a public notice will be issued accordingly. Remaining matters were decided based on merit.

From HRDA’s side, Chief Financial Officer Mrs. Shaifali Gupta, Executive Engineers, Assistant Engineers, and other staff were also present during the meeting.
