For the first time in Uttarakhand, the ruling government has taken direct and strong action against top officials within its own system. The decision made by Chief Minister Pushkar Singh Dhami in the Haridwar land scam is not just about exposing a scam, but marks a decisive shift in the administrative and political culture of Uttarakhand.
The case, where Haridwar Municipal Corporation purchased unsuitable and low-cost agricultural land located near a garbage dump for ₹54 crore, had created a stir across the state. There was no actual need for the land, nor was a transparent bidding process followed. Clear government rules were ignored, and a deal was made that appeared suspicious at every level.
But this time, the case wasn’t brushed under the carpet. CM Pushkar Singh Dhami ensured an impartial investigation, and as soon as the report came in, he took stern action against three senior officials. The officials who faced action are:
Karmendra Singh, District Magistrate (DM), Haridwar: His role in permitting and administratively approving the land purchase was found suspicious.
Varun Chaudhary, Former Municipal Commissioner, Haridwar: He passed the land purchase proposal without proper procedure and played a key role in financial irregularities.
Ajayveer Singh, SDM: He showed gross negligence in the process of inspecting and verifying the land, which resulted in false reports reaching the administration.
All three have been removed from their current posts, and departmental and disciplinary proceedings have been initiated at the government level. This is not merely an administrative decision, but a clear reflection of the Chief Minister’s zero tolerance policy against corruption.
In addition, Nikita Bisht(Senior Finance Officer, Haridwar Municipal Corporation), Vicky(Senior Personal Assistant), Rajesh Kumar (Registrar, Kanungo), and Kamaldas (Chief Administrative Officer, Haridwar Tehsil) have also been suspended with immediate effect after being found involved in the scam.
Actions Taken So Far:
Following the appointment of the inquiry officer, several others had already been suspended after being found primarily responsible in the initial investigation:
Ravindra Kumar Dayal, Acting Assistant Municipal Commissioner
Anand Singh Mishrawan, Acting Executive Engineer
Lakshmikant Bhatt, Tax and Revenue Superintendent
Dinesh Chandra Kandpal, Junior Engineer
The post-retirement extension of Property Clerk Vedwal was also terminated. He had been granted service extension after retirement. Disciplinary action under Article 351(A) of the Civil Services Regulations has been instructed against him by the Municipal Commissioner.
Now, the entire matter has been handed over to the Vigilance Department for a thorough investigation.
The Dhami Government has made it clear that in Uttarakhand, “position” is no longer important, only “duty” and “accountability” are.No matter how senior a person is, if they violate public interest and rules, strict action is inevitable.
This historic decision sends a strong message to the people of Uttarakhand there is no place for the corrupt now. The government’s priority is not merely to announce schemes, but to purify the system. Such strict actions are also a warning to other officials in the state that the era of negligence and collusion is over.
All the Orders and even the minute activities done by Varun Chaudhary will be scanned and Nagar Nigam Haridwar have been ordered to cancel the Land Purchase deed besides recovery of the entire money paid to the Beneficiaries of this Scam!
