The Jan-Jan Ki Sarkar, Jan-Jan Ke Dwaar initiative, a flagship programme of the Honourable Chief Minister of Uttarakhand, Pushkar Singh Dhami, continues to exemplify responsive and result-oriented governance by ensuring that public services and welfare benefits reach every eligible citizen, particularly those residing in remote and geographically challenging regions.

During an outreach camp in a remote village of Ghansali Block, District Tehri, a compelling case came to light when a 10-year-old girl was carried to the venue on her mother’s back. She had been deprived of disability pension benefits due to the absence of essential documentation, including a disability certificate, Aadhaar card, and birth certificate. In another instance, a beneficiary’s pension had stopped because his temporary disability certificate had not been renewed. Such cases underscored systemic bottlenecks affecting numerous deserving citizens across the district.

Follow-up verification revealed a substantial number of pending cases, particularly renewals delayed for five to six months. One of the most significant operational constraints was the non-availability of a full panel of medical specialists at one time and at one place, which prevented timely certification. To address this in mission mode, the district administration conducted detailed line-listing of beneficiaries and organised a comprehensive district-level Divyangjan facilitation camp on 18 February.

Special emphasis was placed on accessibility and inclusion. Transport arrangements were meticulously coordinated across all nine blocks, including the remotest and most difficult-to-access areas, ensuring that nearly 300 beneficiaries could travel safely to the district headquarters for services that are otherwise difficult to access locally. A multidisciplinary medical panel, including specialists and teams from RAPHAEL, ensured on-the-spot medical assessments and approvals. The outcomes were both immediate and substantial:
158 disability certificates issued in a single day
16 Aadhaar cards generated through a dedicated enrolment facility
24 wheelchairs distributed
21 assistive devices provided to eligible beneficiaries
When combined with a similar camp organised in November, the district has facilitated issuance of more than 350 disability certificates, a figure that significantly exceeds the district’s average annual output of previous years.

These measurable outcomes highlight the tangible impact of Jan-Jan Ki Sarkar, Jan-Jan Ke Dwaar—demonstrating how proactive governance, precise planning, and last-mile logistical support can overcome structural barriers and ensure that government services truly reach every doorstep in both letter and spirit.
